Default Headlight to bumper adjustment

2008 350z Ent.

I'm curious if the adjustments I read about for headlights actually move the headlight itself, or just the lens within?

I've noticed, both before my recent bumper replacement and now with a new cover, that the bumper is set forward from the edge of the light and can sometimes actually lift up beyond the lower edge of the headlight.

This leads to a rubbing on the paint and subsequent damages.

For lack of a pic of my condition here is a picture of the location on another Z. Along the entire level of the cover at the front edge of the headlight there is this offset, at the middle is the largest offset. My cover and headlight are not aligned as shown here.

When I look online at headline installation the 3 bolts don't seem to offer any adjustment forward/backward to solve my problem. Additionally at the top edge, where hood and fender connect, the gap is tight and barely there.

It really just seams like the cover needs to move back, but the cover is tight against the fenders and the gap at hood is as should be.

So what gives? What needs to move? The problem is symmetric to both sides and has existed since I got the car in 2012 (11k miles).

I got a new OEM bumper maybe 18 months ago, and the fit wasn't perfect in that area, either. There is a very small amount of adjustment if you loosen all the headlight bolts, as well as a similar amount of adjustment in the bolts at the bumper's top corners. I played with it for a while, and after I couldn't get it perfect I just gave up. Some months later, I played with the bumper bolts again, and now I'm happy with it. I think the bumper "relaxed" a bit, but realize it's still just thin, flexible plastic that's never going to have a fit like 2 pieces of adjacent metal (i.e. door and fender).

If your car was hit, and some of the parts inside were replaced, such as the rad support, that's a different issue altogether.

Interested in this as well.

Reinstalled my eyelids the other day and the tops touch the hood. I have some room to move them slighty closer to the bumper so it would clear my hood.
