Default Do I need a new valve cover?

My 2003 touring is smoking like a train when I'm lugging or headed down a hill. Smokes on start up, burning close to a quart a tank of fuel. I've ordered a new pcv valve, I had a catch can installed which never caught any oil so it has been removed. I have a few pictures of my cover, it's covered in oil. Is this the cause of the rings being cracked in the cover? I should add that I have not removed the plugs to determine if there is oil in the chamber, cars my daily till I park it for the winter. Plan on a small rebuild, what other repairs should I do while I have the covers removed to help with oil consumption?
