Cooling fan issue

So ive got a 2003 350z and ive been chasing a cooling issue, heat works good, fans do not seem to be coming on, dod the IPDM self test and the fans worked but im still having the issue, i dont see them come on even when temps start getting high, everything is fine unless im stopped in traffic for a while or sitting at idle for a while, any suggestions?

Hold on I had to re-read the original post a few times. Are the fans working or no?

if i manually activate the relay or do the IPDM self test the fans will come on however at an idle or slow speeds the fans will not kick on by themselves. All Relays are new and working fine.

You're talking about the radiator fans right? They have nothing to do with the ac.
If the fans are functional, but don't come on when the water is at a certain temp like they should, it's most likely a sensor issue. There's a sensor that tracks the water temps and when it gets a certain degree, it tells the fans to kick on.

They should turn on when the car is at low speeds or parked for a while, only after everything is heated up to operating temps.
