Body control module problem?

Default Body control module problem?

04 350z roadster. so far everything else works in that car. but when I went to open the trunk it wouldn’t open with button. Same with the fuel door it wouldn’t open. I tested fuse, switches and motors on latches and they all work. Also tested the grounds and are good. Continuity tested all wires from grounds and BCM and all check out. I tested the voltage on the power wires from the BCM that feeds the motors on latches with power. Fuel and trunk latches both have a constant 9.8 volts at all times even with key out. No difference in volts even if I push on the trunk and fuel switches. I’m thinking I have a faulty BCM.
Before sending out the BCM for repair. Does anyone else have any ideas why the buttons aren’t activating the fuel and trunk latches? Maybe the roadster has a security thing that I don’t know about that won’t allow the fuel and trunk lid to open? I Tried with all doors unlocked n even tried with key in the on position

BTW I recently just rebuilt the engine so battery and everything else was disconnected in the car for months. Also car didn’t come with key so had to have a locksmith program a new key. The car starts and everything works fine besides the fuel n trunk lids
