Anyone with lemon law experience in NJ?

I am at the final point of my lemon law process here in NJ. The problem has been fixed twice within the first 18 months of ownership and has come back again. The law states that you must send a certified letter to Nissan to announce that this is their third and final attempt to remedy this problem. Does that mean that I have to send the letter to Nissan USA or to my dealer?
Also has anyone in NJ already won a lemon law arbitration? How is the buyback program configured? I am trying to plan my replacement vehicle ahead of time just in case.
