Default Touch up paint

I got a little scratch and it's driving me nuts. The scrath is on the driver side rear splash guard. I was looking at getting some touchup paint and they have 2 different kinds at the dealer. They got the bottle with the brush and the dual tip pen. The bottle come with the base coat and top coat. The dual tip pen has the paint and clear coat. Is it both the same or should i go with one or the other.

I got a pikes peak white. I think i will probally go with the pen becuase the scrath is on plastic so i wouldn't really need a base coat.

I just ordered a pen because someone thought it would be nice to smash their door into mine, so there's a small chip of paint missing. I haven't used mine yet because it is winter now and it would take forever for the paint to dry. I'm looking at the pen and it seems like it has almost nothing inside. Does anyone know how long it will last? Will it dry out? I was hoping to use it when it gets closer to spring.
