bluenile had the best price and quality for me compared to any local jewelers.
can use them to negotiate.

IMO the best way to find great deals on stones and gems is to look through the paper for estate auctions and jewelery auctions (there pretty frequest in this area). You just need to make sure you take someone with you who knows their stones.

Costco-highest rated diamonds they tied with Tiffany's for quality. But prices there are culously cheap. Usually 2 or 3 thousand under normal retail. Costco ftw

 

and u can return them any time for any reason.
