That's the price if you have 19" 3-piece rims and if you remove the center for them to paint. The center also needs to be stripped clean of any previous paint. They count doing that as a "motorcycle wheel" which is roughly 30-40 bucks a rim.
If you have 1 or 2 piece wheels, they might charge you more since they have to tape stuff off (which takes FOREVER BTW)
However, I use a new shop these days. Met the shop owner, and he's a car guy like us, also our age so help out his new business:
