rings that ensure a tight fit of the rims on the hubs. Definitely sounds like a fitment issue, no springs or suspension components needed just for changing wheels. Honestly, I'd get the wheels off right away and have a look !

The rings should have come with the wheels if required, some like Nismos, don't have them! I'm not sure about the Racing Harts. If you need them, one of the vendors on this forum will help you out.
If you remove the nuts and hold the rim against the hub, there should be no sideways movement, should be quite a tight fit. How far is the tyre shop from you? Drive very slowly and get them to check it out! I take it you've done the basics, like check all nuts are actually tight?!

Did the wheels get balanced before they were put on?

definitely the hub ring. Its a black plastic ring that goes in between the hub and the wheel. I had the same issue.
