If both and 03 and 04 are pretty much in the same condition, same mileage, the 04 should in theory be worth more, as a more recent year. And yes, you would presume by now previous owner/s would have ironed out any issues, unless you had a lax previous owner. Whatever you go for check it over thoroughly, or take it to a mechanic you trust to check it out.
Yes i know they are worth more but for the same car. I was thinking the exact same thing. The "Tire feathering" issues would have probably been resolved by now that was the main problem for the 03 over the 04 right?

It's down to keeping a eye on the wear and getting regular or frequent (if you're super fussy like me) alignments. Mine is a 2004, I've not had issues with inner shoulder wear, but a few of friends with 2003 - 2005 have, mostly because lack of alignments.
