I believe it's 13.99 and faster you are supposed to but there are times that they do enforce it and times they don't. . .most of the time they don't. . .i guess it depends on who's watching. . .

saw Tonys car parked on a curb right across the street from my apartment complex on Wall blvd. . . and if you read this Tony, i've seen a lot of cars get hit in that general area up into the s-turn. . .just hoping it doesn't happen to you. . .
