Default Buying a car in Chicago and driving to NY - questions about In-Transit

I can't for the life of me figure this out.

New York seems to issue intrastate (NYS to NYS) and interstate (NYS to another state) according to http://www.nysdmv.com/register.htm#temporary - but nothing for another state TO NY... The best I could find out on the IL DMV website (http://www.cyberdriveillinois.com/) was a form that seemed more suited to reposessors or dealers? Does anyone know if IL issues an in-transit permit or similar temp. plates for driving the vehicle from IL to another state after purchase? If not, what is the legal / proper way to do this, as I'm taking the train or flying to Chicago this week to pick up and drive home a vehicle...

Go to DMV in IL- get temps. Drive home - order plates.
