Is the A-pillars a overlay or replacement? What are those white fluffy stuffs on the A pillar?

Yes the pillars are overlays, the white on the pillars are wear and tear.

Are those just chips in the clear coat or are they scratched? How do they attach?

Yes they are imperfections on the clear coat, can be recleared.
