Going thru virginia today

And I saw a black z pulled over by a tripper on hmm crap don't remember which interstate without my navigation but had black rims and lowered. Did this happen to be anyone. Only z I have seen since driving back from connititcut to mississippi

If you have a radar detector don't have it out, only state in the US that it's illegal.
