why is there tape all over it? from what you listed, sounds like you would only need to wrap about $1000 at most in it to be good.

needs much more than that but yes bob does have dibs on the car. we will se what happens here in the next week or so.

Go with the project car idea. Like the guys say, take time and make it the way you want to. Think of it this way, you will be changing out parts for better parts. With a newer car, you will be spending money on parts to replace perfectly good parts.
