It's funny...I hear people always saying that cops are out to get them, they are profiling, and they are abusing their power. As there are some out there that are abusing their power...majority of them are out there to protect and save YOU when you're in trouble, so they aren't all bad.
I think the skit that Chris Rock put on during his show was not only hilarious, but it was very true. Don't put yourself in a situation in which a cop is compelled to stop you (i.e. speeding, swerving, putting limo tint on all of your windows).
As far as the quotas are concerned, I think Z_speed described it the best. They need revenue...and if one of the "salesmen" isn't doing his job...he's going to get pulled into the Captain's office. I think the only thing that people get wrong is that they are giving you a ticket for no reason. They aren't just going to pull you over because they need another ticket for the month... It really is a numbers game and they have hundreds of targets a day...they don't need to pick out random "innocent" people. In the end...it is this fear that keeps people in line, which is why we have laws in the first place. As a commuter, I'm all for more cops on the road.
I for one can't wait for the CA cell phone law to go into effect.
