They are cracking down big time as I know a lot of people that have been caught in SF... yet I have to contend that only certain types of cars are really being targeted...

I remember one time when I was a kid (probably 19 or so), and a buddy and I had just come from SF after a night of clubbing (about 2:30am or so). We had stopped off at a local 7-11 to get something to drink and when we came out there was a Sausalito police car outside just "hanging around."
Here in the Bay, no front plate generally is a fix-it ticket that must be signed off my another officer along with a $10 fee. I already have my hook-up out here though...
He looked at my car and asked, "Where's the front plate?"
I said, "On the back."
He quickly retorted, "What!?"
Then I said, "At home." I was told to put it on and that he would let me go this time. Man, thinking about it, I was a little cocky (and buzzed) and I was really lucky that he didn't f--- with me about other things that he could have should he had investigated my car further...
Yea the front plate on the dash doesn't cut it. I believe the law says it has to be "no more than" and "no less than" a certain height. I was pulled over numerous times in my VW for having the front plate on the dash.
On a side note, I've used the "I just had a new bumper installed and painted, and the paint still needs to cure" excuse a few times and received warnings everytime. Of course this probably wont work if you have numerous small paint chips on your bumper.

I just got a warning when I got pulled over by a CHP officer in Fremont. I told him that I didn't want to drill holes in my bumper and was waiting on a new license plate holder that doesn't require drilling.
