It's possible to polish stuff on your own, but it's labor intensive. Steel wool can get things smooth, but if you want chrome-like shine, you'll need some tripoli/emery compounds.
A turbo manifold with it's curves with be more difficult to polish than a plenum, but here's what I was able to do on my own:
