That's funny.. I found the picture before but thought it definitely must have hit the forums before.. but since someone else brought it up, I found a couple more pics of the car... All I gotta say about the cop driving it is... "Getter Done!"

They have a race program called El Monte Police: Race the Track not the Street
I wish there were more cops like that
