Yes, you can be pulled over.
Technically, the license plate must be in front of your vehicle at a 90 degree position. Therefore, license plate on the dash will not work.
Law enforcement will tell you that the plate must be on the front bumper. Techincally it is incorrect, the statue does NOT state it has to be on the front bumper, but in front of your car. To save yourself the hassle, stick it on the front bumper.
I have driven my Ultra Yellow Z without front plates for the past 2 and 1/2 years. I have yet to be pulled over. I avoid the metermaids by parking in paid parking lots if I have to park in the LA area.

Just wondering...if you do get a ticket for no front plate, how much is it, and is it a fix it or what happens?
I see a decent amount of people with no front plates around town, or people with "no" real plate at all - i.e. rear plates are advertise dealerships or are specialty plates that say BWM, etc. Its kinda weird cuz where I am from, Connecticut, you must use paper temporary plates if you don't have your real plates yet.

Interesting enough I have a front plate, but it's not my state issued plate, it's a Black "Z" plate.
**Removed photo**
I haven't been cited either. I think it all depends on the cop, or meter-maid issuing the ticket/ citation.

The solution for So. Cal folks (or at least for me) is the Stillen frt. license plate holder. It's expensive (~$65 - I'm cheap) but removable. I've never got a ticket before that, moving or otherwise. You can put it on as needed and then remove it for cosmetic purposes. It's great!

If your car has mods that you can get cited for, the front plate is an easy way for a cop to pull you over and issue tickets for the other stuff. But if you're completely legal otherwise then a fix-it isn't a big deal.
I put on my front plate just so that I won't get pulled over and have a cop find the dead body in my trunk. I'm sure that'd be a hefty ticket.
