Unless there is damage to the frame, existing body panels, or suspension, I would not consider that a real accident either.

Best way to check would be to put the car up on a lift. You can see damage very easily that way.

If there is any damage, then look into getting some money back, and if he refuses, then file a small claims action

I think he meant he hit the right side of the raised portion of concrete, not the right side of the car. This would also explain how only the left wheels were damaged, as in the right side of the car didn't hit anything.

But I do not agree with you at all, damaging the wheels is not considered a car accident. Would you consider it a car accident if someone curbed their wheels?

He hit a bump and messed up the wheels which have been replaced= no car accident.
