Do not go to Pep Boys on Rosemead Blvd in San Gabriel!

My brother (not car savy btw) went to Pep Boys to get some rotors resurfaced and after picking them up he went to install them. The mechanic noticed that the surface wasn't done right and there was a big gash on one of the rotors. So the mechanic took the liberty to take it back to Pep Boys to get the rotors resurfaced again. Pep Boys noticed the gash and re-did it again.
After the second time the mechanic did a visual inspection of the rotor and thought it was fine so he went ahead and installed them.
Then a day later driving back from work the car started to wobble like crazy during braking. So the car was taken back to the mechanic and after close inspection he noticed that the rotors were warped completely. This is not the end of it.
So he went back to Pep Boys and complained and the service manager had audacity to accuse my brother of trying to rip them off. My brother said honestly he wasn't trying to and he just went off. The guy was furious. He said "What are you trying to get out of all this? Free rotors? Fine I'll give them to you!"
He told my brother to drive to the dealership, PAY for the rotors himself and bring back the receipt for reimbursment. Finally after they went back, Charles Askins was no where to be found. He had one of the employees refund my brother. Dickless mother-****er.
He then filed a complaint with BBB. Here's his complaint, sorry for the long post:

I brought relatively new rear brake rotors to get resurfaced. They
came with my 06' Acura TSX, and this is the first brake job. What
usually takes 30 min became a huge ordeal. I was told to come back in
2 hours, and when I did, I saw the terrible job they did. It was
hastily done, and I could tell my rotors were not resurfaced right at
all. They noticed it too, so they offered to resurface it again. I
agreed, and it was done. After installing the rotors and brakes, I
noticed my car shaking. I took off the rotors and realised it was not
surfaced right yet again. In fact, the job was so bad the rotors were
basically ruined. When I told the service manager Charles Askins, he
had an extremely angry demeanor, and insinuated that we were trying to
rip them off.
He literally said "What are you trying to get out of all this? Free
rotors? Fine I'll give them to you."
When I replied saying it's the honest truth, and I wasn't ripping off
anyone he said "That's what you're trying to do" (the insinuating).
Anyway, he complied, but in a very angry manner. When he finally
agreed to pay for them, I had to drive over to the dealership to pick
up the new rotors myself AND pay for them. I was reimbursed when I
returned. But Charles was nowhere to be found. He had asked me to
bring the old rotors back as proof. I broght them, to settle the
dispute once and for all. But as I expected, he let the other people
handle it.
Resolution Sought: To actually put just an ounce of effort when
resurfacing rotors. Who knows what else you guys get away with. The
second thing was the service manager Charles Askins. He was a total
jerk to us, even though the fault was theirs. I have posted about
this event on many online forums which hundreds of people read. Find
the guy who did the rotors, and find Charles, and let them know that
because of them: me, my friends, and potentially hundreds of people
will never goto Pep boys again. Apologize.
