Gross Mis-management.
California is the 4th or 5th largest economy in the world (bigger than most nations) - and it's economy has gone down the toilet. Fees are increasing not only for DMV/Registration but also for the UC and CSU systems. For those of us with young kids or going to have kids - how will we ever send them through college?

after Oct. 2003 to get in line for a refund of this illegal tax.
to sign up to receive petitions for an initiative to lower the car tax to a
flat fee of $1 or to abolish it all together. They're being prepared right
now.

I'm not a Gray Davis defender in any way, but this is a law that passed during Pete Wilsons administration. During times of budget crisis, the vehicle license fee discount will be abolished.
Only the vehicle license fee (VLF) will go up, which is a small portion of your actual registration costs. It will go to back to 1999 rates which have decreased by 2/3 since then.
The rest is a tax based upon the value of the vehicle and goes down each year. It is not true that a three fold increase would mean your registration would raise from, say, $2000 per year to $6000 per year. The "value portion" of the tax would continue to decrease and the "registration" part would increase.
The main hit will be on older vehicles where the value is next to nothing and the registration portion is high in comparison.
It's estimated to raise the average cars registration by $124 which sucks but no where near the doom and gloom you guys are predicting.

To make sure they were not hurt while fulfilling the mission.
Mitsubishi air craft used to have a 17CM area around the head - A helmet was ordered as a part of uniform with padding, that an evasive toggle of the stick would not render the pilot disabled.
