I like the prime rib and yorkshire pudding there.
Chart House Restaurant in Malibu. It sits over the beach.

You asked for a romantic restaurant and the Chart House is THE place. Great
food and drinks, plus a walk on the beach will make extra points! Who wants
to watch fireworks when you can hear the waves crashing on the rocks?

-Gladstones in Malibu - great beach view, literally the waves crash in front of you...
-Crustacean's in Beverly Hills... really strict on dress code.. but really good seafood.
-Spago's in Beverly Hills... really fancy with upscale crowd, and food is actually pretty good.
-Geisha house in Hollywood... kind of a club scene, but private booths and dim lighting kind of make it romantic... for a younger crowd.
-The Ivy behind the Beverly Center... You need atleast a 1-2 week reservation to actually get in... but very romantically lighted, kind of homely in a sense...
and Yamashiro in the Hollywood Hills... another upscale, yet nice settings... as previously mentioned..
all places I have taken my gf too, and she's loved them... hope this helps.

Las Brisas is an overpriced Chevys with a fabulous view.
I'd do The Hobbit in Orange but you may not be able to get in in such short notice. This is the Premiere restaurant in OC IMO. Check the upcoming menus. You won't be disappointed by this restaurant. It is leaps and bounds above the competition. It is really a culinary experience...but be careful on the wine you choose in the cellar trip because the dinner can jump significantly past $300

Btw, they only do one seating nightly....I'm guessing the girl will enjoy it.

I've been to every fine dining place in socal. ritz carlton buffet would be my choice. enormous window of the ocean view. $85 per head. top service and food quality.
SD's got roku $120 per head.. food's interesting but the ambient ain't nothing to talk about.
patina - i finally been outclassed. this place made me feel like a poor farm boy.. prepare to throw down some serious billz if you want to get full.. $200 per head (but less, if you're frugal). food ain't all that.
my thoughts on places already mention
gladstone - merely fast food, if you ask me
moonshadow - love the scene, but food's just 'ok'
koi - sux asz.. ultra small portion, big bill, below par food quality
21 oceanfront - very nice place, only dessert is worthy of mention.
orange hill - meh.. it's pretty average. nice view

Of the places recommended in Malibu, I think of them more of as casual lunch/dinner spots. For something a bit more "romantic" with an oceanside view in Malibu, perhaps try Geoffreys. The quality of food isn't any better though.
The Inn at the Seventh Ray up in the Hills of Malibu is also a good choice for something romantic.
Koi isn't somewhere I would go for traditional sushi, but the recommended dishes are rather good IMO. It is expensive though.

i think my next stop will be the Chart House in Malibu
