I don't think they'll stop dishing out the tickets, so you may not be able to prove your innocence either.

Interesting.... I don't know how this will affect things. On the surface, it would seem to eliminate any help one might get to bring a non-compliance car into compliance.

from one of the cops on a mustang forum

"One is regulatory and one is enforcement. The enforcement side is not dependent on the regulatory side. They are apologizing for the inconvenience for a reason. If it was eliminating a violation base, that would be considered a positive thing by most and there would be no need to apologize."

I do not see how this is good news. Now if you get a ticket there is no way to prove you are in compliance.

Aren't the refs there to help our case? Prove compliance?

Because if Johnny Law is still writing up frivolous fix-it tickets with no way to prove compliance, we're all screwed?

Everyone is saying the same thing for the most part. Unless someone can shed some light to show otherwise, this is not a good thing.

I just hung up with the DCA (Dept of Consumer Affairs) and the BAR (Bureau of Automotive Repairs) for clarification. What this means is if your car does not pass smog, the State used to help pay up to $500 for some cars to get them to pass, it is the CAP (Consumer Assistance Program). Here is a link: http://www.bar.ca.gov/80_BARResource...sist_FAQs.html
That is suspended.

Now the Referee is the where you would go to have tickets signed off and a few issues with the buy back program if your car is a gross polluter is also suspended. So if you get a fix-it ticket, you will need to go to the local sheriff's office or the CHP to get them to sign off on the violation. If they won't, you need to walk in to court with a print out from the BAR's website saying the services are suspended. However, something tells me that the court will know this already.

Im thinking this could mean a good for some and a bad for others. For me, its good. I have an SR20 in my s14 so I never ever want to have to take my car to the state ref. There is just no way for me to pass. Its less of a hassle for me to just pay the fine. Now for other this may be bad. Some people may get sent to the state ref for a minor exhaust violation, depending on the cop. If its a minor correctable violation without the option for Sheriff's or CHP to sign off then that must mean that you have to pay the fine without the ability to correct it.
