To answer your question, it is virtually IMPOSSIBLE to get a CCW in this state if you have a normal job, live in an area where police units can reach you in minutes and the demographics of the area is too diverse not only in race but in age.
When I mentioned jobs, unless you are a diamond dealer, private car transporter or have a job in-which you have seriously a seriously valuable commodity in your possession (especially if it doesn't belong to you), you won't be able to obtain a license for CCW.
In some parts of California (like Central and Northern) where a home or community may be aways from police protection, CCW's are more easily issued because a police unit may not be able to respond in time if your home is far enough away.
Basically, if I were in your shoes (actually, I was since i have my own fire arms), I would just drop the issue of carrying in public in this state because it isn't going to happen.
