Step 1) Cut off the top of a screw. Glue the screw tops to the mounting holes on the plate.

Step 2) Wax the bumper, wax it real good

Step 3) Buy some double stick tape, cheap, expensive, don't matter.

Step 4) Go to the Chp, ref station, whatever. Use the double sided tape to secure the frame to your bumper.

Step 5) get the signoff, peel the plate off the bumper, drive off before they catch you again.
