Yeah, I think the police here frown upon modding your car with firearms, its suppoosedly dangerous or something.
One thing you will find out about is that the enforecement level varies from city to city of mods. Usually (not always) the cities that have a history of street-racing are the cities with the tougher enforecment.
I guess it really depends on your mods. If you're running test pipes and a loud exhaust you'll increase your odds of being pulled over.
Overall, just don't drive like an *** and you should be alright.

You're supposed to have a front license plate and you're not supposed to tint your front drivers and passengers windows. But many ignore these laws. You may or may not get stopped for these, with it more likely to be stopped by the Highway Patrol.
I have a front plate and have tinted front windows but in the lightest shade.

You can not bring in any firearm magazines greater than 10-rounds for any weapon - rifle or pistol. Certain rifles are classified as assault weapons - some AR's and AK's as example - and can not be brought in. Others, functionally identical down to the millimeter of measurement may be as long as you change out the magazine release. Carry and storage have some requirements too - concealable (pistols) and assault weapons need to be locked up in a car with the ammo detached. Normal rifles and shotguns only need to be unloaded. Your pistols need to be registered to you within 60-days for some $20-$30 fee.
Yeah, the laws suck but that's what the socialist want - more victims.
I suggest a visit to www.ar15.com and go to the California home town forum and look at the California Weapons Primer tacked to the top of the forum. I know the staff member that posted it pretty well. He's an intelligent, witty, and rather good looking guy who knows what he's doing with weapons.

Street racing gets your car crushed - not dark tinting nor even a turbo. This is the car modding capital of the world by-the-way with lots of custom parts and places to put them on. I'll second the comment about never inviting the man into your life ... I dodged that bullet just last week as I didn't see a motor officer sitting in the median when I stepped in it a bit - never exceeded the speed limit mind you.
My car needs to be smogged every five years so if I had put a non-CARB compliant turbo kit on I would have had to find a place that will issue a test slip without looking under the hood. I've been told there are places that do that.
