Seems like the information is available in the thread you cited. Chemical strip then coat.
You *might* be able to get away from the chem strip operation if you sand or otherwise try to grind away the existing paint. This might depend on what you're pc'ing, too.
The only company that I can think of is Embee. But I don't know if they do non business to business orders any more.

Hit up Beach Cities Powdercoating on Rosecrans in Gardena and ask for RB. They can take care of stripping off whatever coating is on whatever it is you're powdercoating.

Thanks I called Beach Cities I might check them out. But what RB recommend is hand sanding them and then powdercoat it. I never heard about hand sanding before. Any idea?
FFW does not do powder coating
and if anyone can recommend anyone else please let me know.

He painted my Nismo's last year and they still look perfect.

you can try it yourself and see how it goes. paint stripper and a pot-scrubber will take most of the paint off, and you can wetsand afterwards to get a smoother finish before dropping them off for powdercoating. i'd still opt to have the wheels professionally stripped, however.
