Yep, start with Meguiar's PlastX.

Use a foam wax applicator, a lot of elbow grease, and rub the Plastx in until is disappears.

If the PlastX doesn't work then wet sand with 1500 grit and finer, then PlastX.

Okay let's say Miracle happen and I can do a restoration and headlight turn to be very shinny ( I dont think that will happen ), how do I get rid of water inside ?

I know I have to take lens off and dry it, but how to dry it ? ( it might look simple but a small mistake might cost me another $1400 for new headlight )

Its not looking too bad. You will need to finish it with about 2500 grit starting and end with 3000 grit sand paper. Then you will need an orbital with some really good cutting compounds. Then a really good polisher and sealer wax so it won't dull again. And it should look brand new again.

I can't tell due to the pic, but it doesn't look like you completely rubbed in the PlastX until it turned transparent. You might try starting off with less product and doing smaller sections.
