I'm not exactly from Houston but I know you can get a better deal than what they are offering you! I got my 2005 Enthusiast for 27k even. I gave no down payment, and no trade in car, and my payments are under 600 a month for a 5 year term. Along with that my credit isn't the best in the world. Shop around for the best deal, dealers will always try to give you what they call a deal and it's no where close to what they can really do.
