Default Black housing for headlights question

Here in houston is it illegal to have your headlights blacked out? More specifically, If I was to have my headlights redone painted and decorated kinda like CINCITY.com used to do, would it be illegal or prone to getting pulled over if my ride is my daily driver?
I plan to do the lights myself unless we have a company here in houston who does custom work on lights.
One more question what is the Darkest window tint percentage we can have on the driver and passenger side windows?

You should be ok. I think the DOT does not want you to use the headlight covers, thus diminishing the light output, and making it dangerous to yourself and others to operate your car at night.

30% i believe (somebody correct me if im wrong)

anybody do custom light work here in houston? My luck I will probably F*** it up and need to buy a new set of headlights.
I dont mind paying for the work as long as they do a great job on them
