Default reflash newb question

Is there a way you can reflash you ECU with out any sort of hand held tool?
i was gonna see if i could reflash to get some more power and start saving up for utec for my NA

There are only a handful of reflashes available (Cobb, UpRev, Technosquare). I'm assuming you haven't searched [enough] to find the answers on your own. Learn to search for your answers as that'll give you so much more insight than getting quick replies from people, I promise.

BTW, it'll be cheaper for you to just save up for the UTEC and a tune than getting a reflash, buying UTEC, then paying for a tune.

Or just getting a software package you can use to tune the stock ECU.
