I was hoping that some one could clarify if the standard cable available from UPREV would allow me to raise the idle rpm as well as increase the timing without the use of a tuner?

 

Nope

 

You may purchase either the Cipher diagnostic program or Osiris tuner from UpRev; there is no "standard cable".

 

Osiris standard cables do give you full access to the Cipher diagnostic software so YES you can raise the idle RPM and advance the timing a little bit, not sure why you'd do that and not go ahead with the reflash & tune tho

That is true but you can do both those things from cipher without tuning. Nowhere near the customization as with a full tune, but you can make static changes
