Default Stock cats failed at 49k

Hey guys, I obviously have a few questions and please point me in the right direction if you don't feel like giving me an answer. I've been searching for hours upon hours and can't find a solution I want to use.

I got an efficiency code a couple of days ago in bank 2 for my cat. It's failing, at 49,000 miles. Kind of ridiculous. Is this common for our cars? Anyway..

Here's my question: I'm looking into either getting test pipes or HFCs. I have read about people using Brillo, non-foulers, all that jazz. Problem is everyone seems to have to drill holes or weld into their test pipes and I really would like a permanent plug and play solution.

Another option is the Uprev tune, however I've also read that removing the code stops the car's diagnostics and thus fails inspection.

For those of you who know how inspection works in Texas, can you weigh in? Do I just need the codes to be gone, or does my car have to be in "ready" mode? I don't want to go to some shady shop to get my inspection done. Has anyone really found a sure fire way of passing emissions (in Texas at the very least) on the HR motor?

+1, if not considering upgrading if you wanted. What are the regulations in Texas in regards to emissions?
