Default Vq35hr vtc solenoids clicking with engine off

Ive noticed that if I have the key on, engine off, and someone touches the gas pedal while I'm under the hood, the vtc solenoids click rapidly, they don't do it while it's on, and they don't click if no one touches the gas. Does this indicate a pre failure condition? I don't have a code for vtc issues.

This happened to me as well today. I got the same codes (p0011 and p0021) saying both vtc solenoids were bad. Tested both of them with a 12v source and they worked just fine, but I found another brand new set and figured why not? After replacing both original vtc, I went to reset the codes doing the pedal dance and noticed the same clicking noise as you described. The old ones did not do it, but the new ones were. Car started like normal and drove just fine. So I don't know what it really means. Is there maybe a short somewhere? Does anyone know when the vtcs are supposed to activate? I got both codes after replacing both camshaft sensors as well. Don't know if they are related. Code reader said the timing was over-advanced, but yet no changes in my gas mileage or start time. Everything runs like it should.

VTC kicks in at around 3.200 or 3.500 rpm. While doing so it also reads from CKP (POS) crankshaft position sensor which reads from flywheel.
