Default Tire Pressure Monitorong System Federal Regulations

According to Motor Week episode #2605 (October 6, 2006), it is a violation of Federal Law to remove the original TPMS devices from OEM wheels. This seems to be common in the Z private classifieds. Therefore, should all sales include the OEM TPMS? Do sellers risk prosecution?

If the negotiated sale does not include TPMS sensors then it would be the purchasing parties responsibilityt to provide and install the sensors.
