Default 1" Wheel Spacer Question

I bought some 1" wheel spacers off of ebay. When I took them to be installed the existing bolts stuck a little bit, maybe 2mm. My wheels don't have a cavity so I had them removed as the installer said it won't be safe because the wheel won't be flush against the spacer. So my question is has anyone used 25mm spacers with a wheel with no cavity, and if so what brand. I measured my ebay spacers and they were just shy of an inch maybe about 24mm. I don't know if I will have more luck with a brand name spacer, or if I need to drop the project since my wheels have no cavity for the bolts. I am already out $80 since these things are non returnable and don't want to spring another $150 for brand name spacers unless I'm sure they will work. Thanks in advance for any advice.

You can buy my 25mm h&r spacer or 30mm project kics spacers for cheap. Pmed you =p
