ok guys/girls i dont have a clue what the hell is the extra bolt on the front rotors i have never seen that before and i dont know what they do/are so can someone please help me out before i go freaking nuts

what does it do and why is it there

search it out dude... but its got something to do with the wheels since they cannot be rotated
