tip of advice that i wish i had when i was putting on my rims. *PAY ATTETION* that all your hub centering rings, the ones you pictured, fit flush and seat all the way down. mine didnt and made a horrific squeaking noise. rims werent flush and caused them to rock in & out.

the hubcentric ring size looks way off...don't even try to squeeze it in. It'll hurt lol... Call the vendor and ask for the right size. I'm sure it's no big deal. Happened to me once when I bought wheels from F1, but they shipped me the right hubcentric rings overnight and I got it the next day.
To answer some of your questions:
1) Plastic hubcentric ring is fine. Even Volks come with plastic hubcentric rings now.
2) stock rims are the same size front and rear (18x8), except for the new GT model (18" front, 19" rear).
And to answer the next question you're going to ask after you get the right hubcentric rings:
- don't worry about it, just take it off. It's used just to prevent anyone putting the stock rear wheels on the front. Just twist it off.
To answer some of your questions:

I have a hub ring for my wheels in one hand a digital vernier caliper in the other. (Hey its late and I'm bored!)
the Inner Diameter you need for the z seems to be 66mm and from looking at your Measuring Drawing
The Outer Diameter of the Rota P45R seems to be 73mm which is what is stamped on the ring in one of your pics. I think you have atleast one defective ring. I would take The advice Nitrouz gave and contact Subydude. or if you can't wait spring the few bucks and try to find another set of rings locally 73mm OD 66mm ID
are all of the rings the same size? are they all bad or just 1?

Anyways good luck. I'd try to at least be patient for a few more days...as long as you know you'll get the right ones instead of buying them yourself, which may end up being too long or too short, and you might have to trim the ring a bit...

Is it just one ring that doesn't fit or all of them? The ring clearly says 73od which is correct for the wheels, so let us know if it's just one of the rings or all.

Mount the wheels without the rings
They have a 67.1 hubbore, the Z is a 66.06
1mm is to small of a difference to even need the rings
the wheels will be centered with the lugs and at the hub since its so close
those rings were sent to you by mistake.
