Yes it is less then stock.

I believe they're nearly identical, actually. My stock 5-spoke weighed 27lbs.

You're right it is the same weight but his wheels are 19x10 as opposed to 17x7

19x9.5 is around 22lbs & 19x10.5 is around 23lbs..
