Is this tire repairable?
I would tell you the same thing. A patch plug has to have enough flat surface to seal to the inside of the tire correctly. That's too close to the sidewall. It's for liability reasons, but if you brought that to my shop, we wouldn't patch it either, FYI.

For your safety I would replace the tire, though I bet if you looked hard enough you might find somebody to patch the tire. Your best off to replace the tire, your life is worth the price of a new tire.
UPDATE:
Yesterday I went to a local Good Year store - they told me they need to remove the tire to inspect the inside. After 30 minutes my tire was fixed.
I know I need new tires (4mm left) - but I want to wait until my neighbor is done with his construction. I do not need screws/nails in my new set.
