Default Cleaning Rims

So i just bought a 04 350Z..they previous owner must have hated his rims cause there is some kinda of white spot build up or something on them and they were pretty dirty and scratched up. Im not really sure what it is. Wondering if anyone knows and how do i clean it? Just until i get me some of my own...heres a pic. I can run my finger across it and i cant feel it so im not sure what it is.

I didn't think it was a "detailing" question. More of a my rims screwed up please help question. So wheels and tires would make sense. Thanks though.

on the lips of course but it will help it alot if your lip is hazy and clear coat damage...it will bring it back to the raw aluminum polish.
