I just purchased some track wheels and am going to have them painted to match this picture. How do you get the lip to be this chrome color? Is this painted or bair metal with clear coat? Any suggestions

You'd probably have to track down the owner of that car and find out exactly how it was done. My guess would be two paints, gray and silver.

 

Paint em pink.
Take them to a paint shop to match your car and the color of the lip.
