Powder coating is way better than painting anyway.
white rims on a PPW does not look awful...

Well if your gonna put it that way painting could chip too if not prepped correctly. If both processes are done correctly than powder coating should still be more durable since it actually bonds to the metal when you heat it. Thats why things that take a lot of beating from the elements or other things they use powder coating.
I left that as a given.
Remember the paint on your car is also bonded to the metal and most cars are left to the elements. Powder = melted plastic dust / paint = plastic in a solution activated by a catalyst hardener. Different pros and cons to both but I wouldn't say anymore durable.
