we could do a full polish which is about $100 per wheel, but we dont do chrome

that car is a +0 or was running spacers, +0 Aren't in stock, so you could run 19x9.5 +12 19x11 +15 with a spacer to get that look, but this fitment already sits flush with the fender, not in stock at the moment, but it will be 1149 shipped with lug nuts valve stems and hub rings
