Default Putting on wheels

Hey, I just got my Volk TE 37 19 by 8.5 in the front. When putting them on they hit a bolt with a spacer that was between the lug bolts. It was only held on by a few threads, I removed it and the wheel fit fine. What is this bolt with spacer? It is centered between the lug bolts and a little bit lower. Any help would be appreciated. It's more for precaution to make sure the rear tires aren't mistakenly put on the front. You'll be fine.
