Best Bang for buck exhaust set up
Thinking about getting my Z Dyno tuned to along with a set of breather mods (larger diameter cia, 75mm tb, plenum spacer) what would net me the most hp for the cheapest price?, i live in a state with no emissions laws so the cats can go, but i don't want the cel from that

Gains from an exhaust only will be minimal ( like 5-10 maybe). Same for CAI.
Larger TB, high-flow cats, angled plenum spacer and UpRev tune might make 275. If it's a DE I'll
make you deal on a Z1 CAI, pm me.
I'd definitely do the hi-flow cats, Invidia Gemini and Motordyne TD exhausts are popular here, if you can find used you've saved you've got $750 towards Enkei RPF01s. The Gemini you can hear at idle, the MD is the loudest dual made. Z1 Motorsports also has a Tomei knock-off

as for the cats i can just remove them and replace with any similar diameter pipe right?, if so how would i circumvent the eventual CEL, i do have hope for the cia as the one im looking at is a Z1 (RACE) cia that requires a tune, i dont really care for loudness personally

Are you on a DE, Revup, or HR? Giving up your cats would probably net you some good gains. I know mine restrict me from getting the most out of my mods but i live in an emissions strict state. Getting a tune after going w a larger diameter TB and CAI will definitely help you out. I'm not a fan of e-tunes but it is an option and has worked well for some. I have a DE w similar mods you mentioned except i have a short ram air intake and gutted plenum and Berk HFCs and I'm only doing 270whp if that serves as any reference. regarding their E-tunes. I've been using them for 10 years, always honest good service.
I consider them the best in this region fwiw.
