why are these lines "sandwhiched" between the engine and crawford strut?

why are these lines "sandwhiched" between the engine and crawford strut?
same thing on mine.. since the engine is constantly moving the lines are rubbing in between the strut and top of the engine

Probably because you are supposed to have an engine cover there covering that completely, and I don't think Crawford cares about a little rubbing on the bottom of the strut tower bar. It definitely wouldn't look better with them on top.

i'm concerned about the lines, and what effect it's going to have on them
the look doesn't matter to me, if it did i wouldn't have went w/ the crawford plenum

Its not really sandwiched they have play room there. Also that is just the way I arranged them . . .so far I have seen many it different ways.

It'll be fine. You could add some more wraps of electrical tape or some weatherstripping on the bottom of the bar if you are worried.
