I would clean it, prime it and paint it before the rust gets any worse.

+1. Or, take it to a bodyshop you trust and have them do it. The important thing is not to wait. Rust Never Sleeps.

Go find a rust inhibitor pen meant for rust removal in paint chips - most auto parts stores carry such 'pens'. It contains a hard fiberglass tip that abrades the rust away from inside the chip while limiting the damage to the paint around the chipped area. Once it is clean of rust, carefully dab primer in the chip, and quickly wipe off excess that bleeds beyond the chipped area. Allow to dry. Then, using touch-up paint (w/brush) purchased at a Nissan dealer (so it exactly matches - have the parts guy know the paint code of your Z to ensure a match), dab the paint in the chip. Light dabs with several coats stands up over time better than one huge dab. Technique depends upon your paint color (PPW takes more effort and skill). Go to http://www.langka.com/ and buy some - it allows you to blend the height of your repair seamlessly into the original paint. I have some and it works well if you have the patience to do it. GL.

Happened to me before also. Used Bondo rust remover and then used some touch-up paint...
